Foreign Online Shopping Platforms to Be Required to Adopt e-Invoicing

Foreign online shopping platforms operating in Malaysia will be required to adopt e-invoicing, Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali told the Dewan Rakyat on 28 October 2026 while winding up the Budget 2027 debate.

He said the requirement will be implemented by the Finance Ministry, as one of the immediate steps to monitor platforms such as Pinduoduo and Temu. The platforms and their related vendors will also be required to set up offices in Malaysia, to make monitoring easier.

These platforms are already subject to the 10% low value goods tax. Their low prices have made them popular with Malaysian shoppers, while local retailers have raised concerns that they compete under different rules on regulation, tax and compliance.

The minister also said the government plans to table a bill to regulate foreign platforms at the first sitting of Parliament in 2027. The bill is expected to cover a consultation process between platforms, sellers and the ministry before changes are made, consumer protection, the responsibilities of platform operators, sellers and consumers, and dispute resolution.

No start date, threshold or exemption for the e-invoicing requirement has been announced so far. Further details are expected from the Finance Ministry.
