Skim LINDUNG 24 Jam has gone through several changes within a short span of time, eligibility for Skim LINDUNG 24 Jam has more moving parts than most employers realise, and getting it wrong can mean a worker ends up uncovered without anyone noticing until a claim is made.

There is no age limit for coverage, as long as the employee remains in active employment with a registered employer. Contract and part time employees are also eligible, provided they choose to join the scheme. Self employed persons, however, are not covered under LINDUNG 24 Jam at all. They fall under a separate scheme, the Self Employment Social Security Scheme.

On whether joining is compulsory, the rule depends on nationality. Foreign employees are mandatory participants with no choice involved. Local employees, on the other hand, are on a voluntary basis, and this voluntary status only took effect from 8 July 2026. The deadline that matters most for local employees is 31 August 2026. If a local employee does not submit an opt out by that date, they are automatically deemed to have joined the scheme, and this becomes permanent going forward.

For employees who work with more than one employer, only one employer can be chosen for LINDUNG 24 Jam deduction purposes. If the employee does not make this choice, PERKESO applies an automatic mechanism based on its own set criteria to determine which employer will deduct. Once an employer choice has been made on or before 8 July 2026, switching to a different employer is generally not allowed, except under specific conditions. These conditions include resigning from the chosen employer, the chosen employer ceasing operations, a temporary period without pay, or moving to an employer offering higher pay.

For existing employees, the contribution month starts from June 2026 to maintain continuous protection. For new employees, the contribution month starts from their month of joining, with a 30 day window from the registration date to elect protection, or to opt out. Employers do not need to re-register existing local employees who opt in, or foreign employees, since these employees already exist in PERKESO's database.

PERKESO gives employers a six month grace period after enforcement, during which they are exempt from penalty specifically for LINDUNG 24 Jam contribution non-compliance, though other legal non-compliance still applies.
